Outside of craigslist, I'm not sure where you could find something like that for 400 or under. I don't know that T:A will run very well with intel integrated graphics. I ran T:A (and still do sometimes when I travel) on my laptop with a geforce 7600 go... from 7 years ago. It works, just only 12 fps...
