I like the upkeep idea. The upkeep is there to prevent players from amassing huge armies and just letting them sit around their base fully defended waiting for the opponent to attack and lose their troops while stockpiling large amounts of gold. I have found the sneak attack to be exceptionally lethal later in the game. Thieves get one attack levels 1-7, 2 at 8-14, and 3 at 15+ levels.
